Solid Waste Facility Environmental Impact Statement

HWA managed a SEPA EIS and public involvement effort to develop a new transfer facility to handle solid waste generated on San Juan Island.
This facility will replace the existing substandard operation that is undersized and unsafe. Alternatives were analyzed for expanding the current operation and/or relocating it to an entirely new site altogether. Studies were conducted for wetlands, air quality, noise impacts, traffic, and land use issues. This project involved extensive public involvement, weekly client meetings, and interaction with local solid waste advisory committee members.
In addition to the environmental documentation, project work included land use planning efforts to update the Essential Public Facilities language in the County Comprehensive Plan. Also, follow-up Conditional Use Permit development was included in this work to ensure a quick transition from the SEPA process to permitting, final design, and construction.
